Its hard to try and explain Tokyo Crazy Paradise without having to refer to tons of vocabulary, since there are many titles and names referring to Japanese gangs and its members, but for that, I would advise that you visit the link above, while here, I am going to [try] review the manga as best as I can without all the used terms.
Tokyo Crazy Paradise takes place in the year 2021 (Tokyo). The city is overrun with crime and because there is a shortage of females in the world (not too significant), crimes against women are particularly numerous and cruel. Because of this Tsukasa Kozuki's parents who were cops, raised her to dress and pretend that she was a boy along with her 3 brothers. Tsukasa learned to fight and became strong, but at the age of 14, her parents were killed by a gangster, and she and her brothers were left on the street. Left with no options, Tsukasa decides to "sell her soul" to the son of the head of a mafia, Ryuji Shirogami, who's father was killed by the same person. Ryuji is also 14, but he was trained to act like and adult and never show his feelings, since he is now the head of the mafia after his father's death. However, even though cop and gangster children are sworn enemies, Tsukasa asks to be Ryuji's bodyguard until they find and punish the killer of his father and her parents.

Ryuji agrees, however, even after
the mission is completed, he throws on Tsukasa the debt of the food that her
brothers have eaten why they were staying with his as "hostages", so
he forces Tsukasa to keep being his bodyguard. This however, is not a pure act
of evil as Tsukasa always believes it is. She soon finds out that Ryuji knows
that she is a girl, and that he only seems to act his age around her, unlike the
serious cold expression that he usually has on. Ryuji gets really attached to
Tsukasa, though she doesn't really get it, and despite showing random phases of
kindness, also acts as best as he can to express his feelings like the normal 14
year old he's not.
The manga consists of various events and schemes that happen around the mob, causing Tsukasa to have to protect Ryuji, or go undercover as a girl (she wear some kind of a protector on her chest and dresses like a boy so no one knows usually) in order to stop the bad guys. While there is plenty of action, there's lots of humor too, cause Tsukasa absolutely refuses to be Ryuji's bodyguard because of the money she owes him at first, so he plans various schemes to get her into his debt, like tying her up an feeding her expensive candy and stuff like that. He even walks into her room at the time he knows that she'll be changing cause he knows that he'll be yelled at. There are also Ryuji's two other bodyguards who act like advisors and know him since he was a child. They usually act as a way for us to know what he's thinking, since he rarely talks.
Tsukasa on the other hand, just seeks to be rid of his debt, though she still protects him in a dangerous situation without knowing why. She's really strong when it comes to fighting by hand, while Ryuji is good with gun weapons. At the beginning of some chapters, Tsukasa is often found saving some poor girl that's being attacked by guys. Eventually, when Ryuji's fiancé appears, who is also their age, Tsukasa has to deal with her, since the girl thinks that Tsukasa is interfering with her destiny as a the legendary wife of a mafia lord that is suppose to be very strong and protects her husband.
The manga has very interesting twists when it come to the mob, and there are plenty of fights as well. There does seem to be something for everyone since there's the romance and comedy too, not too much to make a person sick *person who suffered terribly from all the happiness and love in Devine Wind Thief Jeanne* but a fun alternative to the high school, or save-the-world-from-destruction scene. There are many comedy bits to this story, so its worth a try for that and the story at least.
If you want to try this manga, Manga-Sketchbook has translated some of it, or if you can find the books, the link on top of the page has English translation. It hasn't been licensed yet, but I really hope that someone would bring it over to the US. As a side note, there is some nudity, but nothing too adult.
